The gorilla experience itself is equivalent in both countries. You spend one hour with a habituated mountain gorilla family in both Uganda and Rwanda. The difference is almost entirely about cost, access and surrounding itinerary.

The Best Option: Do Both
Rushaga sector (southern Bwindi) is accessible from Kigali in 3–4 hours. Many travellers do one gorilla trek in Uganda (Rushaga) and one in Rwanda's Volcanoes NP on the same trip, using the East Africa Tourist Visa to move between countries. The combined trip gives you two different gorilla families, two different landscapes, and the best of both countries.
The one-hour experience with the gorillas is equivalent. Rwanda's gorillas are often described as slightly more relaxed — they have been habituated longer. Uganda's forests are wilder and the trekking environment more rugged. Neither is "better" — they are different flavours of the same extraordinary experience.
